Paul Ireland

President, Irvine

Paul Ireland has extensive experience in city government as a community development/planning director. He spent more than 17 years in top management/director level positions with cities prior to becoming a founding partner of Hogle-Ireland, Inc. Paul turned several community development departments into well-functioning, efficient organizations. His responsibilities often included land use planning, transportation planning, redevelopment, economic development, and building and safety. He is well versed in the area of impact fees, having prepared numerous fee studies, fee programs, and Quimby ordinances for cities. He has a broad range of experience in the private sector, including everything from project management of a $25 million golf course to advising the builder/developer community regarding in-fill sites. Paul was also instrumental in overseeing the start up of Hogle Ireland’s Coachella Valley office in Palm Springs while handling numerous projects throughout Southern California.

Larry Hogle

Executive Vice President, Irvine

Larry Hogle, founding partner, has more than 30 years experience in the planning, engineering, and development regulatory profession, including more than 18 years experience as a community development/planning director for a number of Southern California cities. In addition to technical planning and management skills, he has extensive experience in the coordination and management of complex land use planning projects including the preparation of general plans, specific plans, and zoning codes, and development entitlement. His background in community development for local governments assures the coordination of land use planning and development projects with all aspects of government responsibility and activities. Larry possesses a great knowledge of working with private developers and has played a leading role in managing Hogle-Ireland's numerous projects for Castle & Cooke Homes, California.

Michael Thiele

Vice President, Irvine

Mike Thiele has extensive experience in public planning organizations, working for a number of diverse communities in California. He has an in-depth understanding of State Planning Laws and the numerous tools that are utilized to implement those laws. This expertise includes development and implementation of comprehensive planning programs, inter-agency planning programs, and planning organizational structures. He has coordinated the review, analysis, and development of plans for a full spectrum of land uses, ranging from industrial complexes, commercial complexes, residential communities and other specialized urban uses, to active and passive open space areas. As partner, Mike oversees the firm's contract planning division and has been involved in a number of projects including Nye County Nevada's Comprehensive Rezoning Update of the Pahrump Valley, City of Laguna Hills General Plan and Zoning Ordinance, as well as County of Riverside Land Use and Development Ordinance.

Pamela Steele

Vice President, Riverside

Pamela Steele has more than 20 years of diverse and challenging experience in both municipal and private land planning organizations. Her experience includes extensive project management for many different types of planning projects. She is well versed in the interpretation of and methods to comply with government codes, policies and regulations. Pam possesses strong interpersonal skills that have been developed through direct involvement with elected and appointed public officials and decision makers in private organizations. She heads up the Riverside office overseeing the 30+ person staff and numerous projects in Northern and Southern California.

Laura Stetson, AICP

Vice President, Pasadena

Laura Stetson manages the Pasadena office, providing services to clients in the San Gabriel Valley, greater Los Angeles area, and throughout California. She has more than 20 years of experience as a consultant and public sector planner, including many years as a project manager for general plan programs, zoning codes, specific plans, and special planning studies for diverse cities throughout California. Laura brings to every project enthusiasm and creativity, and a passion to work with community residents, advisory committees, commissions, and councils to create dynamic, action-oriented planning documents. To complement the planning services, she directs preparation of CEQA documents, either as part of planning programs or to address development projects.

Nelson Miller, AICP

Principal, Riverside

Nelson Miller has more than 25 years experience in nearly every aspect of planning and community development. He has prepared specific plans, zoning codes sections, design guidelines, and worked on other complex Advance Planning projects. He came to Hogle-Ireland from the City of Moorpark where he served as Community Development Director, and has been Community Development or Planning Director for several other southern California cities. His vast knowledge of the desert communities led to his contract placement as Community Development Director for the rapidly growing City of Adelanto, as well as the Planning and Special Projects Manager for the City of Perris. He has also been called upon to assist the City of Murrieta with several special projects. Additionally, he was an important member of the San Bernardino County General Plan Phase I Update team.

Kimiko Lizardi

Principal, Irvine

Kimiko Lizardi has both public and private sector planning experience in both current and advance planning. She has worked on a variety of planning assignments ranging from providing daily counter planning services and processing development applications to managing the preparation of Specific Plans and Community Plans. Her knowledge and experience with government codes, policies and regulations, combined with her ability to work effectively with city staff, developers and stakeholders adds great value to projects in which she is involved.

Alexa Washburn

Principal, Irvine

Alexa Washburn has extensive public and private sector planning experience. She is experienced in both current and advance planning, as well as community outreach. She has managed and been directly involved in updating general plans, zoning codes, specific plans and coordinating citizen participation programs. She is well versed in the interpretation of and methods to comply with government codes, policies and regulations. Alexa possesses strong interpersonal skills that have been developed through direct involvement with elected and appointed public officials. She leads a team of planners primarily assigned to advance planning projects such as housing elements, general plans, and specific plans.

Scarlett Ball

Controller, Irvine

Scarlett Ball has more than 30 years experience in business management specifically for professional consulting firms. Eighteen of those years have been with Hogle-Ireland. She manages the accounting and financial functions of the firm, and is also responsible for human resources. Scarlett manages the firm’s pension and ESOP plans, as well as employee benefits programs.
